Romania Entry and Travel Requirements

Romania's entry requirements define all the rules that any tourist planning to visit Romania must know in order to enter the country without any problems. These requirements also include the necessary documents one must have before the planned trip.

Most travelers visiting Romania must have a valid passport or equivalent travel document and a valid visa. Depending on the traveler's nationality, visa requirements may vary.

Visitors from the EU and some other visa-exempt countries can visit Romania without a visa. Other foreign nationals will need to apply for a visa online, on arrival or at the nearest embassy.

After governments in other European countries relaxed entry requirements for international visitors, Romania is the latest EU country to lift all remaining Covid-19 restrictions and relax measures border. All Covid travel restrictions were lifted in March 2022.

All visitors no longer need to meet complex entry requirements into Romania. Travel to Romania does not require providing a vaccination certificate, proof of recovery or negative test report. There is also no need for quarantine or registration of a digital passenger locator form.

Testing, Vaccination, and Quarantine Requirements

Request an inspection

The testing requirement has been eliminated. No traveler will be required to take a Covid-19 test before departure or upon arrival in Romania.

Vaccination required

Vaccination is no longer mandatory when entering Romania. Unvaccinated arrivals do not need to meet additional entry requirements.

Romania has recognized the following manufacturers of coronavirus vaccines:

  1. Modern
  2. Novavax
  3. Pfizer/BioNTech
  4. Oxford/AstraZeneca
  5. Janssen (Johnson & Johnson)

Quarantine required

Romanian authorities dropped the quarantine requirement along with other remaining Covid-19 restrictions in March 2022. Since then, travelers no longer need to quarantine, regardless of their vaccination status or nationality.

Traveling from Romania

There are no exit requirements when leaving Romania for another country. Please note that you may still need to comply with testing requirements imposed by the airline you are flying with or the government of the country you are flying to or from. Don't forget to check the latest travel advice before heading to your next/final destination.

Traveling to Romania

People arriving in Romania from any country in the world no longer need to meet Covid-19 related travel requirements to enter the country. Visitors do not need to present vaccination certificates or negative tests. Romanian authorities have also removed the requirement to fill out a digital passenger locator form.

Entering Romania now looks the same as before the pandemic: travelers only need a valid passport (or other travel document accepted for entry into Romania) and a valid visa (optional).

When arriving in Romania, remember to follow the protective measures put in place to combat the coronavirus pandemic and familiarize yourself with the recommendations of local authorities to ensure your safe stay in the country full.

Entry Rules for Children

Children should follow the same travel advice as adult travellers. Currently, children only need a valid travel document and a visa (if coming from a non-visa exempt country).

Transit through Romania

As there are no restrictions in effect in Romania, travelers do not need to provide proof of vaccination, recovery certificate or negative test.

Any transit passenger eligible for an electronic visa to Romania must apply for an electronic transit visa, which can be issued for one, two or more entries. Each public transit stop can last up to 5 days.

Citizens of the following countries must apply for a transit visa at the airport:

  1. Bangladesh
  2. Iran
  3. Pakistan
  4. Nigeria
  5. Somali
  6. Syria
  7. Sri Lanka
  8. Eritrea
  9. Democratic Republic of Congo
  10. Ghana
  11. Ethiopia
  12. Iraq

Important:
Travelers should check all immigration requirements and applicable regulations during connecting flights to the final destination.

Visa requirements

Visitors from most countries in the world must apply for a visa to enter Romania, except citizens of EU countries and citizens of visa-exempt countries are allowed to enter Romania without a visa.

Romanian visa can be issued in the following three ways:

  1. Online (e-Visa)
  2. upon arrival (VOA)
  3. at the Romanian embassy (consular visa)

electronic visa

Romania has also adopted an electronic visa system. Citizens of certain countries are eligible to apply online. Applicants need to submit their application online and then the approved visa will be issued as a PDF file within 15 working days.

Romania e-visa is issued as a multiple-entry visa and is valid for 6 months from the date of issue. Any e-visa holder can stay in Romania for a maximum of 90 days.

There are three types of eVisa for Romania. Depending on the purpose of the trip, visitors can choose a tourist, business or transit visa.

Before starting your online application, make sure that your passport will be valid for at least 6 months from your intended date of entry into Romania.

Visa on arrival

Some countries require a visa on arrival in Romania. To get VOA, travelers may need to submit certain documents. VOA Romania allows you to stay in the country for 3 months (90 days).

Consular visa

If you do not qualify for an electronic visa to Romania or do not want to skip the visa process until arriving in Romania, you will need to apply for a visa by visiting the Romanian embassy in your country. Contact the nearest embassy or other diplomatic mission, make an appointment and get acquainted with all the necessary documents and visa procedures.

Romanian digital Passenger Locator Form

The Romanian government has required all travelers arriving in Romania to present a previously completed digital passenger locator form receipt. dPLF was introduced in December 2021 and is used to monitor all tourists visiting Romania and minimize the spread of new coronavirus cases. Travelers are required to provide certain personal contact details, means of transport used, date of arrival as well as information about minors traveling with them (if any).

The form was digitally verified by the border police upon crossing the Romanian border. As of March 2022, travelers no longer need to complete the dPLF before entering Romania.

Travel Insurance

Although travel insurance is not mandatory in Romania, it is recommended for all tourists, especially during the Covid-19 pandemic. With travel insurance, you can rest assured that you're protected in the event of an unforeseen incident.
